Arizona opened its electricity market to competition in the late 1990s, but the market was suspended in 2004 due to a decision by a state appellate court. Since that time, there have been no alternative energy suppliers that have been licensed by the Arizona Corporation Commission, and consequently, no shopping. The Corporation Commission is currently studying whether it should re-open the market to competition. Rate caps that were part of the transition to competition at the two biggest utilities, Arizona Public Service and Tucson Electric Power, have been lifted, and rates have increased or are due to increase in 2009.
